Any info regs good locations to live within 45min to 1 hr train ride from NRT and rental costs for a reasonable abode.

Ooodles of good, cheap, lovely places in that area... Look for Chiba and Ibaraki, not Tokyo.
Look for Leopalace, too. Saves a lot of pain.

Leopalace are handy sure, but if its a long term thing then they are a bloody ripoff.
