What is the current situation for a UK resident and UK passport holder in obtaining a type rating on a Challenger 604 in the USA with no previous type on an aircraft of this size?
Is it a definite no, no or are there exceptions made?

I think...that you'd have to go through the Department of Justice checks that are made on anybody wanting to train - either in the US or for a FAA rating in Paris.
These checks can take about two weeks for someone who has trained in the US previously. If you're doing your first one, it might be a lot, lot longer.
Both Simuflite and Flight Safety have a department that deals with obtaining the DOJ approval. Why not give them a call? I'm assuming that you're going to either one or the other...

Why not spare yourself a load of grief dealing with those yank monkies and do your 604 rating in Montreal with Bombardier?

Do Bombardier do the 604 in Montreal? FlightSafety certainly don't, they do theirs in the US.
