FI teaching integrated course

Gentlemen, I have some questions on the following issues because there is no clear answers in the EASA Part FCL Law.
1) The restricted FI(A), is permitted to teach CPL in integrated course?
2) The unrestricted FI(A), is permitted to tech IR in integrated course?
3) What is the procedure for both issues to be accepted by the Law because am really very confused?

*i have been given unofficially by several Aviation Safety Inspectors about the above issues, the following:

1a) Yes, the restricted FI(A) can teach CPL. The restriction is that he may not authorize a student pilot to go solo.
1b) No, the restricted FI(A) may teach only the first phase of CPL integrated
1c) Yes, the restricted FI(A) may teach full integrated course, (he may not sign off a student to go solo) if the accepted by the local CAA ATO Training Manual states that the restricted FI(A) can give CPL integrated instruction.

2a) Yes, because the Law does not state that the integrated student takes IR training only by an IRI. Since it is not prohibited by the Law, it is permitted by the Law.
2b) No, the IR training is given only by an IRI in any course (modular or integrated).
2c) Yes, an FI(A) may give IR training to an integrated student, if after being unrestricted FI(A) he has taken the IRI training and the authorization of the school to teach IR is endorsed into his logbook & notified to the local CAA and this procedure is stated in the ATO Training Manual.
2d) Yes, an FI(A) may give IR training to an integrated student, if after being unrestricted FI(A) he has taken the IRI training and the authorization of the school to teach IR is endorsed into his logbook & notified to the local CAA without this procedure being mandatorily stated in the ATO Training Manual.

From Paragraph 10.4 Section 1 Part E to CAP 804 (my underlining):
A student on a CPL(A)/IR, CPL(H) or ATPL(A)/(H) Integrated Course of flying training may log flight time on instrument training flights as SPIC when flying with an instructor qualified to give instrument flight instruction. The instructor must be the holder of a valid professional licence, instructor rating, instrument rating and IRI privileges. SPIC time etc ........

They may teach the PPL Elements of a CPL Course exactly as they have been able to do since 1999!
FCL.910.FI FI — Restricted privileges
(a) An FI shall have his/her privileges limited to conducting flight instruction under the supervision of
an FI for the same category of aircraft nominated by the ATO for this purpose, in the following cases:
(1) for the issue of the PPL, SPL, BPL and LAPL;
(2) in all integrated courses at PPL level, in case of aeroplanes and helicopters;
2) The unrestricted FI(A), is permitted to teach IR in integrated course?
To teach IR on an Integrated Course the instructor must be a FI in accordance with FCL 905 FI.FI the IR privilege is not included in the Restricted Privileges FCL 910.FI.FI, so a FI(R) may not teach the IR on the basis of that certificate. A Stand alone IRI is only permitted to instruct licence holders and candidates on Integrated Course do not become license holders until the course is complete.
3) What is the procedure for both issues to be accepted by the Law because am really very confused?
The ATO conducting Integrated Training produces documents and compliance monitoring procedures to ensure that they comply with the regulation. The National Authority approves and audits that process. Put simply, the answers to your questions should be clearly stated in the ATOs approved manuals.
