Lifting aerobatic restriction

For a CRI/FI to lift the no aerobatic restriction they have to demonstrate competence to a suitably qualified FIC.

Do they have to have an aerobatic rating on their licence before they can do this?

Interesting question. My answer would be no as it is not yet mandatory however in order to teach for the aerobatic rating you are required to hold it. If you do the paperwork for the aerobatic restriction removal you should apply for the aeros rating at the same time. I assume you have the required experience for the aeros rating?

No they don't since an Aerobatic Rating is not required to conduct aerobatics in EASA aircraft until 08th April 2018.

Clearly the FIC instructor who is conducting the Assessment of Competence needs to be suitably qualified, and the applicant would need sufficient training/experience to be able to demonstrate ground and flight instruction of the various elements of the EASA Aerobatics course as well as show sufficent experience to otherwise hold the EASA Aerobatics Rating which could be applied for at the same time.

Where there used to be a 5 hour course (including the Assessment of Competence) for removal of the 'No Aerobatics Instruction' restriction, clearly it is still the case that the instructor applicant would need some training/experience prior to completing the AoC. Reputable FIC schools continue to offer the FIC Aerobatics course.
