FI(R) What is solo supervision
In some countries it is common practice to request the student to solo while supervised by his instructor even when the student has already a license.
For instance in smooth and calm air, the student would solo for one circuit on a TW, but will again been trained in more demanding condition before his TW training is endorsed in his logbook.
Another example, when a pilot has not been flying for years, he would do some solo circuits during his re-training.
Would these flights count as supervised solo flights for the FI(R) restriction removal?
For the latter example the answer should be yes, as it is very similar to a LAPL(A) retraining for which the regulation says that a supervised solo is allowed.
I suppose that in practice, it will only depend on the school's policy, or even on the superving FI's decision to sign the flight on the SRG 1133r form.

Solo flight time: Flight time during which a student pilot is the sole occupant of an aircraft.
The holder of a license may log solo time The applicant for or the holder of a pilot licence may log as pilot-in-command time all solo flight time
FCL.140.A LAPL(A) — Recency requirements
(a) Holders of an LAPL (A) shall only exercise the privileges of their licence when they have completed, in the last 24 months, as pilots of aeroplanes or TMG:
(1) at least 12 hours of flight time as PIC, including 12 take-offs and landings; and
(2) refresher training of at least 1 hour of total flight time with an instructor. (b) Holders of an LAPL(A) who do not comply with the requirements in (a) shall:
(1) undertake a proficiency check with an examiner before they resume the exercise of the privileges of their licence; or
(2) perform the additional flight time or take-offs and landings, flying dual or solo under the supervision of an instructor, in order to fulfill the requirements in (a).

You appear to be over complicating the issue. A supervised solo flight is one where the student does not hold a valid licence and therefore may only fly under the supervision of a Flight Instructor. A simple matter of law and nothing to do with CAP 804, a guidance document.
In respect of the FI(R) they may supervise solo flights except: FCL.910.FI FI — Restricted privileges
So if its not the first such flight, they may supervise it, under supervision themselves of course.

(b) While conducting training under supervision, in accordance with (a), the FI shall not have the privilege to authorise student pilots to conduct first solo flights and first solo cross-country flights.
