I believe the Easter Bunny did it, September when things are quiet for both of them! Test flights on the sleigh then made sure he stayed current.

The French aren't happy - they are sure he's over 60, but still allow him to fly in command in their airspace.
The argument is he doesn't fly public transport in the airways - and the sleigh isn't a 'powered' aircraft.
EASA are trying to rein him in however. Oh deer, oh deer.
