Dakar Oceanic permission request

Dear Fellow Ops

challenge with a colleague of mine wether or not a permission to overfly the FIR of Dakar Oceanic shall be requested before planning a flight in this airspace.

It is clearly published that when overflying Senegal territory GOOY a permission is definitely required however nothing clearly published for Oceanic FIR whether in AIP , ASECNA or Jepp

I have planned many mid atlantic crossing and never requested such authorisation to Senegalese authority and never faced an issue.

a permission is not necessary for NY/Miami/Santa Maria or Brasilians Oceanic FIR's so why an author will be required for GOOO

Some of my colleagues flying scheduled and non scheduled confirmed that they never request such permission and that FPL is enough

Question is, do we or dont we require a permit for Dakar Oceanic ?

it's international water and only controlled from Senegal You don't require the ovf permit
