However, if you wan't to be a dispatcher elsewhere, such as Singapore, then I suggest you start as a Operations Controller and work your way up.

best flight dispatcher institute in india or abroad
is there any best training centers in abroad for doing flight dispatcher course and get start with the career.anywhere in world. work on obtaining permanent residency is also ok.but want to start the career as flight dispatcher.

Yes, rudhraraj1 and chaitanya.krish93, try Singapore. We have no Dispatcher license here, as per CAAS, either you have had to have already taken some of the Pilot ground school classes or your new airline employer can provide it to you along with on the job training. Some of the low cost carriers are always looking for "Operations Controllers", load masters, etc that eventually lead to dispatch. Suggest you try your luck, some others entered on tourist visa from India / Sri Lanka and walked in with applications, made lot's of phone calls and got hired.
Once hired, employer will get you an Employment Pass (EP) via Singapore Ministry of Manpower (MOM). If you make at least S$2,400 p/m, or $2,700 with dependents, you can then apply for Singapore Permanent Residence (PR) after being here a year or so. If you have a University Degree, other than BCom, then you have 50/50 chance of getting it on your first attempt.

Flight Dispatcher Career
Hello,
that will depend on where do you want to work with. There are countries that does not require a Flight Dispatch License but will train you to work as one of them.
if you don't know yet, there is a difference working as a Flight Dispatcher in Airlines, Ground Handlers and Flight support company. Most of the Airlines require an experience while Ground Handlers and Flight Support companies can hire you (some require license some don't) and provide initial training where you have to further expand your knowledge yourself.
But In my honest Opinion, If you insist to acquire license before working in aviation companies. You should go for F.A.A. Flight Dispatch license. Unlike other type, license has an expiration date where you have to retake all of the exams if you didn't work as Flight Dispatcher or related. (which cost again money )
Feel free to ask.. i've been working in different Aviation companies and have seen their difference. (from Ground handlers ==> broker-Operator of leased aircrafts ==> airline ==> Flight SUpport company at the moment.
