EU BlackList Oprs Question?

Question EU BlackList Oprs Question?

Hi all...i have some doubts.
Having in mind the EU BlackList wich is updated regurarly, wich "are" the excuses to see some of their "black operators" still flying into UE Airports.
I've seem some of them vastly across Europe.
For instance lets take this example:

CEIBA INTERCONTINENTAL...its name and like all the others AOCs issued by Equatorial Guinea authorities are in this BL for years:

However we can still see their nicely 767's in France, Swiss, Italy, Spain, etc. as in this clip:



Registration 3C-LLU

So, we know that to fly into Europe commercialy CEIBA uses portuguese White heavy metal, in the form of a 738 and a 777 under White portuguese AOC.

However how can they do it with their own 3C-Regs planes into EU???
Only need to fill the FPL as "G" as private for some Politician, Lider, etc, or "M" or "X" for some state flight eg?

Also another question...if these are the exclusions, can we deduce or conclude that any BlackListed operator could fly into EU as long as they are not on a Commercial Flight, but lets say private, state, etc, and its not so "black" as it seems..?
