You can call out to non VOIP lines but nothing incoming or Voip to Voip as far as I can see.

I thought this was going to be a reference to Sipson House, where the FAA plot with the CAA to undermine anyone in Aviation that they do not like. I thought Sipgate might be a new bit of gossip.
