Here's another way:
- hit reply as normal
- look at the URL in the Address Bar
- delete the &noquote=1 parameter - no more, no less - and hit Enter.
I have no idea why this is happening by default, it's unusual...

Please check:
User CP (yellow ribbon near top of screen) - Edit Options - Miscellaneous Options - Message Editor Interface.
Ensure that you are using the Standard Editor (Extra formatting controls), not Basic Text box!
