Venezuelan MI 17

Rumour is that of the first 3 MI 17 that Venezuela has ordered , 2 are set up for SAR/coastal patrol, and one is actually the "air hospital" configuration to be used by the Cuban training MDs in remote areas. Is Chavez just buying helicopters for the above purposes and pulling Bush's chain by not denying that they are for military use only.
Any truth to this rumour?
