Winter Experimental Est, c1948: personnel?

I’m looking into the work carried out, and personnel, at the Winter Experimental Establishment around 1947-1948.

Not being familiar with Canadian archives and records, I haven’t had much joy trying to find things like the ‘Daily Diary’ or personnel information.

Specifically, I’m trying to find out about J.H.G. MacArthur’s time at the WEE.
His details:
