TCAS 7.1

Hi all,

Can anyone share his information regarding the mandated TCAS 7.1 on biz jets?
Out of production jets (hawker and old citations)

European Union Airspace:

TCAS II version 7.1:

- all (civil) aircraft with a maximum certified take-off mass exceeding 5,700 kg or authorised to carry more 19 passengers from 1 March 2012;

- with the exception of aircraft with an individual certificate of airworthiness issued before 1 March 2012 that must be equipped as of 1 December 2015;

- Aircraft not referred above but which will be equipped on a voluntary basis with ACAS II, must be equipped with version 7.1.

ECAC (outside EU airspace): All civil fixed-wing turbine-engined aircraft with a maximum take-off mass over 5,700 kg, or capable of carrying more than 19 passengers, must be equipped with TCAS II version 7.0.

Hi !

Just got an AD from CAMP stating that we need to get the 7.1 by 13 of march this year?!

also our PMI and POI are saying that we need to get our aircrafts equipped with ADS-B and CPDLC by the end of the year?? from what i understood because our aircrafts (Cessna Citation C550 and a Hawker 800A, both are no longer in production) are no longer in production we dont need it...

can someone please enlighten me (and if possible also give some reference)

@imriozer, CAMP is a planning tool and therefore such info shall be reviewed seriously.

E.g. ADS-B out is already required in some areas, like Australia, specific areas in Canada, HK etc. but delayed in Europe to 2020 to synchronize with the US.

CPDLC is an European requirement, also delayed.

EASA published a list, stating all aircraft exempted from CPDLC.

NOTICE OF PLANNED EXPANSION OF MANDATE FOR DATA LINK SERVICES IN THE NORTH ATLANTIC REGION Introduction The first phase of the mandate for data link services in the North Atlantic (NAT) region commenced 7 February 2013. As of that date, all aircraft operating on or at any point along two specified tracks within the NAT organized track system (OTS) between flight level (FL) 360 to FL 390 (inclusive) during the OTS validity period are required to be fitted with, and using, controller-pilot data link communications (CPDLC) and Automated Dependent Surveillance–Contract (ADS-C) equipment (see North Atlantic Operations Bulletin 2012-031). As notified in State letter EUR/NAT 12-0003.TEC (dated 04 January 2012), Phase 2 of the mandate will begin on 5 February 2015. Purpose of Circular This Aeronautical Information Circular (AIC) outlines the plan for Phase 2 of the North Atlantic Data Link Mandate (NAT DLM). As detailed below, Phase 2 is planned to be implemented in three steps (2A, 2B, and 2C), commencing on 5 February 2015, 7 December 2017, and 30 January 2020, respectively. This AIC also provides information on the expanded vertical and horizontal boundaries of NAT DLM airspace, policy for flight planning into NAT DLM airspace, and NAT DLM operating policies. The information provided is intended for publication in the Spring 2015 Transport Canada Aeronautical information Manual (TC AIM – TP 14371E). Background As concluded at the forty-ninth meeting of the North Atlantic Systems Planning Group (NAT SPG/49), the objectives of the NAT DLM are to enhance communication, surveillance, and air traffic control (ATC) intervention capabilities in the NAT region to reduce collision risk and enable the NAT Target Level of Safety to be met, particularly in the vertical plane. ADS-C provides capabilities for conformance monitoring of aircraft adherence to cleared route and FL, thereby significantly enhancing safety in the NAT region. ADS-C also facilitates search and rescue operations and the capability to locate the site of an accident in oceanic airspace. CPDLC significantly enhances air/ground communication capability and therefore controller intervention capability. The NAT SPG goals for the expansion of the NAT DLM to increase the level of aircraft data link system equipage are in concert with the ICAO Global Air Navigation Plan (GANP) (Doc 9750) Aviation System Block Upgrade (ASBU) Block 0, Module B0-40 (2013-2018). This module calls for safety and efficiency improvements for enroute operations supported by data link. The NAT SPG objectives are that by 2018, 90 per cent of aircraft operating in the NAT region airspace at FL 290 and above will be equipped with FANS 1/A (or equivalent) ADS-C and CPDLC systems and that by 2020, 95 per cent of aircraft operating in that airspace will be so equipped. You can find all the information you need at the link I posted above.

It has nothing to do with whether your aircraft is still produced. It has everything to do with if you want to fly in the airspace you have to have the kit installed to meet the requirement. There are normally 2 compliance dates, one for new aircraft to be fitted with the kit at production and one for legacy aircraft to be retro fitted.

If you want an authoritative answer then you should find a grown up and pay them for a written opinion. In the business sector everyone seems to want advice for free but getting a responsible person an paying them will make sure you get it right first time.

For CPDLC it's not such easy. There are several aircraft which are permanently exempted. Another group of aircraft is accepted, if it was FANS 1A compliant before 31 Dec 2013

KZWY exclusion

Does anybody know why KZWY's airspace is excluded from the Data Link Mandate?It wasn't until they published this year the new fases.
