NCC ops manual

I'm looking for a consultant company that can help us with writing a EASA NCC ops manual. Our authorty want's us to have this in place before July 1st so no time to waste.

EASA NCC Manual

Just be aware of the impending rule change on the weight limits for aircraft to be considered for Part NCC or Part NCO. EASA will publish their decision on 15 July. Complex Aircraft below 5,700kgs may have to write the manuals under part NCO instead of NCC. Peter Magill at Infotech is very good. I have used him in the past. Another good company is Evers Consulting. They responded within 24 hours. Operators will have to comply by 25 August 2016.

I was told, that the EASA was asked by the EU to at least develop a template for the manual.

Wether they will do so IN TIME is another question.

The german LBA has made clear that they want the manuals by end of this year. Why they can ask this when regs come in force only in August I donīt know, but that is not first time they act outside of regulation.

My understanding, dudeness, is that Aug 2016 is the limit of the allowed derogation to ICAO Annex 6 Part II, which is behind Part-NCC et al in the EU. In theory, other ICAO signatories should be enforcing this Annex upon their respective registries before the deadline.

The French and Germans are just not exercising their maximum derogation, but it is otherwise law already.

According to IAOPA, the requisition is to fill the NCC "declaration" before the deadline of 25th of August, but the manual doesn't need to be approved by the CAA, but be available in case of an audit.
Maybe the French and Germans are making use of that grey area?

This is very helpful and the EASA references in it will save a lot of time. Another "template" is provided by IS-BAO's "Generic Manual for NCC Operations".

I wonder how many EASA-land based"Part NCC" operators' Lead/Chief Pilots gave up trying to write their own manual and persuaded their owners to place their aeroplane with a management company?

Yes, AOPA, IDRF, EASA and us (a group of 10-12 operators) have teamed up and written this thing (the operators paid mainly, but a few were very busy on the subject in work groups - as I donīt have permission to do so I wonīt name anyone). Swedish CAA and the german LBA took part also.

EASA had been tasked by the European Parliament to write a template manual, but couldnīt do it. So we came in and did it.

I am not ready with the deadline, I was given the task 20 days ago... (as everything in the organization I work for) and Im struggling.
We have an AOC too, and most of what I am writing is already done in our CAT OM. I dont know if anyone else has this structure, but basically I am just including sections in the original OM with the changes for NCC in case of operating as Non-comercial.

How are you guys doing it? Did you write a second manual?

Hi Griffon

We produced a NCC compliance list with reference to the AOC procedure and documents. NCC alleviations from the AOC Documents have been listed in OMA 8.7 Non-Revenue Flights.

This means, NCC operation will be concurrent with AOC operation, except as mentioned in OMA 8.7.

This was accepted by several authorities for both, helicopter and aeroplane operation. And we have received all requested NCC acceptance confirmations.

The approach by Salto is the only one that make sense in case of dual ops.
As far as owner/pilot ops....Some are not even aware of the deadline... I did a couple of (mel/SPA/manual) bundle yesterday for this kind of people, now the training is the main issue for them...
