Unidentified Building at RAF Bicester

There is a public appeal for help in identifying a small, partly collapsed building at RAF Bicester. It is damp-proofed, unusual for a shelter if that is what it is, so it's a mystery. I was stationed there in 1973/4 but don't remember seeing it so cannot help. The power of PPrune will no doubt provide an answer!
