USA, yes....homebuilt...well more of a one off really. First flew early 70's.
Manufacturer's name sounds like it should be German

To help you along, it first flew in 1973. Appears to still be current on the US register.
Was to be developed as both a two seat trainer and single seat competition aerobatic aircraft.

It was indeed American, and there are conficting reports as to whether it flew or not.
Personally I doubt it, given the absence of conventional wings.
