Holding stacks and approach
 

Anyone know what are icao rules or recommendations for a controller working approach radar and holding stacks as well , is it permitted to vector traffic into final yet at the same time holding several aircrafts in different holding stacks , any references would be great , thanks ...

Perfectly normal procedure in most countries.

I did it for years at Heathrow.
