SMR Failure Procedures

Hello All. If your airport has an A-SMGCS (single SMR) and the SMR either fails, or is taken out of service for maintenance, are you allowed to continue ops with just the MLAT? If so, in all weather? Also, at your airport is Mode S mandatory for all mobiles?

No - in poor visibility they would be provided a ‘procedural’ GMC service on our AGL guidance system.
