Deadline for UK Groundstations to move to 8.33KHz spacing?

Thought it was start of 2019 but there's still some way to go? London still using 134.125MHz and 118.825 MHz for example. However the AIP Supplement suggests all of this should have been put to bed by 3rd Jan this year.
1 Introduction of IR 1079/2012 (8.33 kHz VCS radios) in the UK
1.1 From 3 January 2019, all ground services must use an 8.33 kHz assignment, unless specifically exempted.
When is the actual deadline for the move from 25KHz spacing in the UK?
Assume this is for handling agents too? Not excepted?

I think 1.1 covers it with the exemption bit. I'm pretty certain some frequencies are being kept as non 8.33 to allow us to work non 8.33 aircraft, mainly military stuff that is exempt/non UHF equipped

Just about all London Control frequencies use multiple transmitters with offset carriers to avoid interference between them and this would exceed the bandwidth for 8.33 kHz so numerically, (like the Farnborough LARS frequencies which each use 2 transmitters) they won't change.
