What does Automatic Control Transfer mean in the Tower or Approach?

I would imagine that it describes a procedure where responsibility of control of a flight is transferred without any specific coordination at a particular point or time (provided that some pre-defined criteria are met).

I would agree with Looking for a Job.At LATCC we called it a Standing Agreement.
