Fit VHF radios to all vehicles requiring access to the Manoeuvring Area and train the staff appropriately
Makes perfect sense therefore will never happen.

This is the clincher, it will cost resources therefore defiantly not going to happen.

When I was doing some training at Edinburgh ten years ago I seem to recall some of the tugs were fitted with UHF transceivers, some had VHF and some had nothing at all. I haven't been back since so I don't know if consistency has yet been achieved.
