Talking VDPP-FIR entry & exit times UTC vs. local?

Hi everybody
I was wondering, do ATC services document entry/exit times into FIRs as local or UTC? Example would be Pnomh Penh/CAmbodia.

UTC when I flew there 4 years ago, doubt it's changed.

Using local time would be downright dangerous as 1200 UTC = 1530 IST. We had a hard enough time with ground handling
