surface friction -braking action
The ICAO amendments to Annex 14 going into effect in November.
Part of this is the braking action change. Are any of you in Countries that will be going with the change? If so, will you use surface friction, or estimated surface friction?
Does anyone have examples of what the ATIS or R/T would be?

In many, if not most, countries, this isn't really an ATC issue. It's down to the airport (maybe under State direction) to determine how they measure runway surface conditions and what they report. ATC just pass on the information.
However, given that there is no clear, consistent or reliable way to convert a measured friction coefficient on a runway to a braking action that can be expected to be experienced by an aircraft using the runway, I would hazard a guess that you'll be getting estimated surface friction reported. Fortunately, of course, the estimated surface friction reports will be exactly the same as the estimated braking action reports that you might get today.
I doubt very much that the forthcoming amendment to Annex 14 will result in States that do not adhere to the current SARPs changing their ways.

Everything as far as actual/estimated surface friction looks to be in the draft phase, so it will be up to the State to follow/not follow/show compliance with the ICAO guidance.
I understand that ATC just passes the information on, just looking if there have been any suggestions on the format of the ATC message.
