Strange events BCN

Just back from holidays so posting slightly late. Night time 14th March. Fog at BCN RVR 325m. 25R was avail for landing. Aircraft holding requested 25L for landing which has lower RVR limits. ATC would not make 25L available. Some Ryanair landed 25R. Any ideas why 25L not avail??

I'm not familiar with BCN procedures and I don't know if this is the case, but I know from a friend of mine there that there is a rwy they are not allowed to use most of the time for noise reasons. Lots of pressure from neighbours (and probably someone "important" living in the area affected).

And remember that since the famous Decree (february 2010), management has the final word on which rwys can be used, not the ATCOs.

Could be noise considerations, or perhaps ILS unserviceability (Downgraded to CATI/II).
