Enhanced NSF applications.

We operate fairly reguarly in the LTMA on a non standard flight doing survey work. We've recently had to apply for an enhanced NSF for some low level work over central London.

Now, we seem to have hit a stumbling block and no-one has a definate answer. Can anyone here help. Initially we were told only AOC holders can have an enhanced NSF(we are not AOC holders). After some discussion we convinced the guys at NATS this is not the case. We've now been told that as a non AOC outfit we need to have pre-approval from the DPG (diplomatic protection group) to get the ENSF. However, upon speaking to the DPG they say we don't and furthermore have never heard that before (incidently we are well known to DPG anyway). Now, we're stuck between NATS saying one thing and DPG saying another.

Does anyone here happen to have a definitive answer ?
