'Land after' can be offered by day only, if the following aircraft can see the preceding aircraft on the runway, and there is sufficient room for the following aricraft to land. It is not a clearance and the pilot landing after is responsible for maintaining safe separation from the preceding aircraft.

if the following aircraft can see the preceding aircraft on the runway,
and if ATC can see both aircraft at all times??

AFAIK the ATSU has to be cleared to use the land after clearance also - it can't be used at every field with a tower.
