Hello,


I'm trying to gather as much info as possible concerning the current state of commercial and general aviation in the former USSR, particularly in the Baltic States (Estonia, etc.).

- How do the NAA (National Aviation Authorities) work ?
- What is their structure ?
- Who does the job (ex-military, civilians only, or a mix of both) ?
- What rules/regulations do they follow ?
- How far are they in their conversion to JAA regulations ?
- Do they have a deadline to become JAR compliant ?
- Where do the operators train their crews ?
- Where does the new generation of pilots get their initial training (military, FTO) ?
- What kind of licence do they have ?

He probably won't thank me for putting you onto him, but if you go to the member list page 12 of 'L', there is a member called 'Latvia Calling' who is from Riga. A private message to him may help, but ask really nicely!

It seems they're under the supervision of Finland. I think they're also trying to become JAR-compliant for 2005.
