Heard a rumour that a new airline could be starting in the Middle East with F100's. Anyone heard any whispers?

Maybe the Gulf Air low-cost carrier which is to be based in Sharjah, UAE.

Heard that a Kuwait wealthy family that currently has two exec bac1-11 aircraft is planning to add up to 3 F100's this year

Actually the Gulf Air subsidiary "Gulf Traveller" is based in AUH and is not low cost, it's full service all economy under the slogan: "At last. An airline that can truly say there's nobody more important than you".
It uses only the existing fleet of B767s, and will be making its inaugural flight on June 1.
