I would like to know if is there the possibility, in any state of Europe, to practice the simulated IR flight on board of an aircraft dual controls with safety pilot (ppl holder) like in Usa. It will be great if anyone could explain me better how it works this practice, and if it's available in one of Easa contracting states.

What do you exactly want to practice? What is use of ppl safety pilot if he/she does not have IR? When I finished my IR i paid IFR "hour building" meaning pay to experienced pilot who have 1000+ IR hours to fly in his Cessna IFR routes which we practiced in sim. It was price like regular hour building rental but was very useful.

You can. You just can't log the safety pilot time towards an EASA licence, although it would count towards an FAA certificate
