View Full Version : Oman's Air Laws Where?

I would appreciate help in locating a source for Oman’s air laws/aviation regulations (i.e., Parts 91, 135, 145, etc.). I’ve done multiple internet searches but nothing about Oman’s air laws has yet appeared.

The Oman authority’s (PACA) website < Public Authority for Civil Aviation (PACA) - Homepage (http://www.paca.gov.om)> has a tab at the top for “Regulations”. However, when opened that tab only mentions the Omani “Economic Regulation of Licensing and Consumer Protection in Civil Aviation” document. That document concerns additional information an Air Operator Certificate (AOC) applicant must provide to the authority to start an air service business but no mention is made of the regulation to obtain an AOC itself.

Surely Oman has air laws that spell this out? I already emailed the Oman authority – PACA - via its website contact page but have not received a reply. Could anyone suggest a source where I can obtain or even read the air regulations for Oman? Thanks in advance.:ok:

Don't expect a reply back from PACA any time soon, they are notoriously un-communicative, and their website........... doesn't really meet todays expectation of a regulator. PACA regulations follow EU Ops quite closely, and the last issue of manuals was in 20011/12. For Flight ops they issued CAR-OPS and CAR-FCL, for maintenance they have issued CAR-M and CAR 145,..... and thats it.

What is your interest in Oman, I may be able to help as I am currently in country on project.

Thanks much for your help. To be true, I suspected as much about PACA when I never received even an automated acknowledgement to my sent message.

I am interested in learning anything I can about Oman’s process for obtaining a new Air Operator’s Certificate (AOC). As I wrote, they have the process outlined fairly well for being issued an Economic Operations License (EOL) on their regulations web page but that EOL can only come after a company in Oman has an AOC. The AOC comes first according to what I read.

Oman is a member of ICAO so in the absence of any viable regulations, is there another country whose air laws Oman closely follows as a model?

Sorry about that . . . my mistake. I just realized you DID give me the regs. Now I’m looking for and will read the GCAA regs you quoted. I’m still especially interested in the AOC process.

Did you mean the GCAA of UAE (up the road from Oman) or do you mean PACA of Oman. GCAA have a very good website btw.

I have recent AOC experience in Oman, and if that is where your interest lies, then perhaps we can discuss outside of the forum - purely for diplomatic reasons you understand.

Good day to you.
With reference to your reply dated on 31st January 2017, I am interested in learning anything I can about Oman’s process for obtaining a new Aircraft Maintenance Organization approval.
Do you know where can i get the procedure to applying the approval? As i get stuck with the PACA website and didn't show anything regarding application procedure.
