The Hercules transport plane came down in County Clare but clearance from the Dublin government was not sought in advance.

I assume a flight plan was filed, so surely the Irish should have a control in place to check that the appropriate government clearance was paired up to the flight plan before giving permission for a foreign air force aircraft to land on their territory? Or is the onus entirely on the UK to get it right ?

Maybe they were afraid it was an Entebbe style raid on the local Guinness brewery ?
