Since the FAA regulations changed last July 2015 we can longer take the ATP written exam. The requirement for the written now is to take a CAP course (30hrs of ground 16 of Sim) which only a handful of schools offer for $5k and up.

However you CAN take the ATP Single Engine ATPSE at any regular lasergrade or CATS testing center. Will international airlines accept that as the ATPL frozen?

Well in Europe it will certainly not be accepted, to fly commercially in the EU an EASA license is required. Don't know about the rest of the world. I'd suggest to repost this question in the Worldwide section of the forum.
