Let's see here, feasibility of recent 9A HEMS tender...

Some time ago Ministry of health opened the tender regarding
HEMS service from 2 seaside bases with limited duration of 4 months only.
Contract extension, not possible. New Gov after near parlamentary elections my
not share the same approach ;)

Total budget is limited on average ammount of less than 147.000 euro per
base / month

In case of false call, flight time is not paid. Only emerg. service 194 dispatcher can call.

Helicopter must take off within 3 min from call

No existing infrastructure within service area (hangars, crew area)

Participant on tender must train local medical stuff on own cost in accordance to his OM but translated on local language

Single pilot configuration is assumed

Participant must have compatible TETRA radio system on board

Participant must provide at last 2 active and 1 spare helicopter within budget

Service area includes islands so fly over the sea is necessary
(Emerg floats?)

Non existing solution for dinamic HEMS use of closed military air space,
some of dedicated area are closed from time to time by notam on whole day
or longer. From ground up to FL 150-250...

Participant can issue invoice 15 days after current service month end and expect payment
within next 30 days. In case that service start in October that payment may
be after parlamentary elections.....

So what is your opinion, please?

To note, just one important info ->

Proper hospital Helipads in accordance to
ICAO Annex14 Vol II and local Regulation,
not exist within Service area... and the rest of 9A

9A -> Croatia, recent proud EU member ;)

There are some small talks that S5 Police and Military HEMS
are allowed to continue to circumventing the EuOps just to the end of 2015?

Indeed, with hopes for another year if the government will extend our national AOC. As they are reluctant to replace the aging fleets there is little choice.
