I have previously been denied a Class 1 medical under JAR as I was born with Duanes syndrom. Does anybody know if the new EASA standards would permit me to obtain one now?

I am sorry to hear that. I suspect the decision still stands. Best way would be to contact the relevant Authority's medical branch.
