It`s a towed radar target.You can see the cable running to the drum/rewind unit under the fuselage..
You can also see the bits of `bodge-tape` along the fuselage and port tailplane..

F-5 with a towed target on port wing, target reel on centerline.

The target is towed well behind the F-5, so other aircraft or ground/ship based systems can conduct gunnery practice, hopefully without hitting the F-5. :E

I do find the tape instalation on the first picture interesting. I can see how it must rip loose when the target is released from the port outer station allowing the reel on the centerline to play out more line. Wonder if it is harware store duct tape, but more likely "milspec" tape, costing $300 a roll (but the same stuff) :E
