Dumb thing to do for many reasons but I must say it made me smile! ;)

Makes me "smile" *, that the BBC is referring to it as "a small helicopter"

*Well, a grimace can look a bit like a smile, hey? :O
Bloody standards nowadays, sheesh!

So an unarmed young man running away from police gets shot in the back 8 times but a low flying craft makes it within a few hundred meters of the state capitol?

the state capitol
The national capitol, actually, theoretically some of the most exclusive and well-protected airspace in the country. But your point is well taken.

Gyrocopters have been landing on the Whitehouse lawn since 1931

And for what its worth , the Capitol Lawn belongs to the gyro pilot , not the politicians hiding inside .

Maybe someone did a rational threat assessment. ;) This guy was engaged in peaceful protest, and civil disobedience, sorta like
Ghandi
Martin Luther King

Laughed, I did, at his bravado. I suspect he'll be having some tea and biscuits with both FAA and Secret Service, absent biscuits and likely no tea. He made his point and nobody was harmed.

Here is the Gyrocopter that landed yesterday (different pilot) , it was built 7 years ago , very safe and stable , blades are in constant autorotation , thrust comes from a pusher prop , basically a modern version of the original Bensen Gyrocopter from years gone by

Here it is doing a spot landing competition , there was enough headwind for zero roll landings.
