Does your instrument rating have to be current? Also do your FI instructor rating privileges have to be current?

Yes. You must hold the rating for which you are teaching and the instructional privileges to go with it whether it's in the sim or in the aircraft as its training towards a rating.

But dont you still "hold" a rating even though it might not be current?

If it's not valid you can't excercise the privilege.
