A friend of mine is planning to go to the CRJ program for 6months to 1 year and then go overseas to work. Do the US regionals require you to have a training bond?

It's attitudes like that which created training bonds!

I am looking for a response... not an opinion

Fact does not equal opinion. Why are you trying to screw a potential employer before even starting with them?

It is not me, its a friend who was asking me about it. I don't think he wants to do 8 years making 24k a year. So do you have an answer?

Most do not require a bond...he will need the "right to work" or a green card...good luck to your friend.

Bonds are becoming increasingly common over here, they're typically referred to as 'Training Contracts' and are valid for anything from a year to three years. Some decrease month by month, others remain fully in place until you've done your time. Any signing bonus or 'golden hello' will come with such a contract. So don't go to a regional offering $5k upfront to join, as you'll likely end up owing them a lot.
