Why in the Alternate flap position switch, the DOWN position is spring loaded to neutral, but the UP position stays in UP

can somebody give me a logic behind this please?

Probably cause if you want them up, you want them all the way up.
It works slow enough to keep up with the speeds.

Down, the system does not know what position you desire. So you have the option to stop at every flap setting.

As latetonite said...you are supposed to be busy monitoring during a go around..so switch up and resume normal go around work.

If you are in a situation having lost System B and then go-around, the last thing you want is to need to hold your hand on the switch to retract the flaps.

In very worst case: if an engine failed and you need to go around without System B...
Retracting the flaps must be done immediately when terrain is a factor especially and flying the aircraft requires a PM not to be distracted or preoccupied holding a switch in the UP position
