From a licence standpoint, EASA allows full credit of helicopter flight time up to 50% of that required for the ATPL i.e. of the 1500 hours needed, 750 can be in helicopters. From an operater perspective, looking at a command upgrade, that is up to them. Some may count in full, some at half rate others may discount entirely. a similar situiation exists for fast jet experience, where some airlines will factor the flight time when looking at the total.

I find it in JAR OPS

If you are referring to obtaining an ATPL (A), I'll be very surprised if you do. JAR OPS has nothing to do with licensing.

FCL.510.A (c)(1)(ii) to Commission Regulation (EU) No 1178/2011 refers (http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2011:311:0001:0193:EN:PDF) and as 212man has succinctly summarised.
