Hi,

Please help. I am trying to figure out if new EU OPS regulation (EU 965/2012) allows a take off / landing from elevated hospital heliport in the city (hostile and congested area) by using "exposure time" concept, thus avoiding full Perf. Class 1 operation requirements? The purpose of flight is HEMS. Heliport in question is NOT a HEMS operating base.
Also, has anyone a link to a consolidated version of mentioned regulation with all AMCs and all changes included? (Regulation itself was already changed four times (last change 7. apr. 14), AMCs same thing) Putting together the readable current version seems an impossible task by using EASA website or EurLex.
Help very much appreciated.

Have a look in CAT.POL.H.225 but, because there are other small elements, you will also need to search for Public Interest Site in the whole regulations.

This alleviation is intended for the type of use you have stipulated.

expo time is a bitch since EASA-countries will read the text differently. The best course of action is to go to your local CAA office and ask them for advice (chances are they will be as lost as you!).

We're still under JAR.OPS3 (EU OPS hasn't gotten here yet since we're outside of the EU) and even now our local CAA-office can't give us any answers. They basically wait for us to "make something up" and hope the main office will approve it.

Bunch of useless #¤%&/!!

If you manage to get a straight answer, kindly post it on the thread.
