Is it something to do with calibrating air data

Possibly a radar reflector. Perfect spheres made of a radar reflective material are often used as as standard datum for calibrating radars. They are towed on a wire long enough for the reflective sphere to be isolated from the aircraft response on radar.
Or somthing to do with?
The spin chute control panel is used to deploy a ballistic parachute located in the aircraft tailcone.
