Rj flight 18w bound to Hong Kong via Bangkok, what happened is after the 2 captains operating the flight missed reading the metar and taf they started the engines taxied to the runway and figured out that the visibility is 0500 m he decided to come back to the gate after burning more than 500kg of fuel and delay the flight.
