Start IR training in South Africa before getting local licence?

Some schools in South Africa say that you need a South African licence before even starting the IR training which would delay things. A foreign licence is said not to suffice.

I understand that you need a South African licence to be able to get the rating issued, but does anyone know if it really is a requirement to hold such a licence before starting the training and if that is the case if there might be any exceptions?
