In typical chinese fashion, build the infrastructure and wait for the tenants to arrive.

Apparently at some spots they have massive runways, full ATC Tower service and 1 movement a month.

The new owner says there are no plans to relocate or terminate any current Glasair Aviation employees and that it will retain Glasair's U.S. headquarters, revamped management team and workforce.
