On a very nice website called a View from the Dartmouth office (tvfdo dot com) the site owner has photographed an Antonov 24 with a camera mounted in the belly. Was this an openskies aircraft over just an overfly? The view from the dartmouth office.com (http://tvftdo.com/Home/Home.html)

Open Skies it is but I read that it is an AN-30. Apparently Lithuanian Air Force and temporarily based at Brise Norton. Wish it would come over here!

Thank you for the information. The site owner will probably find his way over here and see that his question was answered.

The one in the Dartmouth photo is Ukrainian:

Another nice photo of it here, posing with a VC-10 at Brize last week:

Apols - typo. I was mixing it with the Lithuanian one at Brize a while ago.
