FAA Approvals in "Greater Dubai"

I'm wondering how long it will take me to get a simple LOA approved for an N Reg part 91 jet- aircraft that parks most nights near the Burj Khalifa. Shorter or longer than in USA?

- Don't really want to go into specifics here, just wondering how responsive the feds are here.

Try going thru the FSDO in Jamaica NY, they are the one's who over see aircraft based outside the US. That is of course, if you are a US operator with an office in the US.
