I should be disappointed if the US didn't have a plan to invade everywhere. It's the sort of thing I imagine they get 1*'s to do as a training exercise. I'm pretty sure the UK had plans to invade everywhere when we were 'top dog'.

Yes you can.

1. If someone else has invaded it first, and the plan is "how to kick them back out".
2. If that part of your own country is trying to break away to form a new country.
3. If all government and civil order has broken down in that part of your own country, and the military is needed to move in, "disperse" the rioting mobs/gangs that have seized control, and restore proper governmental and law-enforcement functions.
