what is required for an Easa licenced engineer who is type rated on a twin piston e.g. an Islander, to add a lycoming powered Cessna 172 to their licence?

Check out the EASA B3 licence requirements. Seems to be the easiest solution.

Submit worksheets. Take oral exam with your local CAA surveyor. That's it.
